Sub: Regarding OSD, Examinations’ Letter to College Principals, dated May 2, 2013 (Ref. No. OSD-CE 2013/334), pertaining to examination and invigilation duties
Dear Prof. Singh,
We wish to express our dismay and alarm at the contents of the letter, cited above, that the OSD, Examinations, Dr. D.S. Jaggi, has sent to college Principals on May 2, 2013. This letter violates the Ordinances of the University and the service conditions of teachers by issuing unwarranted instruction.
Further, it is simply outrageous that in this letter, ad-hoc teachers have been instructed to perform invigilation duties with the rider that “they will not be entitled to stake any claim pertaining to continuity of employment in the College on account of invigilation work.” The University Ordinances are absolutely clear on the terms in which an ad-hoc teacher becomes entitled to payment of ex-gratia (vacation salary) dues and continuity in service. It is hence patently mischievous on the part of the OSD, Examinations to be spreading confusion through unsolicited letters like this.
The responsibility for organizing teaching and conducting examinations, as per Statute XVIII, falls within the purview of the Staff Councils in colleges. Hence, the OSD, Examinations has no authority or locus standi to either advise or instruct the college Principals on such matters. We demand that strict notice is taken of this deviation and the erring OSD is warned for not exceeding his jurisdiction.
