Sub: Seeking Appointment regarding Violations in the GOI Reservations Policy in Delhi University

Dear Madam,
         

The University of Delhi has been continuously violating the GOI Policy on reservation for SC and ST Categories in Teaching Posts by incorrectly implementing the post-based Roster of 2.7.1997 by treating the department as cadre instead the whole college/university. This has been repeatedly brought to the attention of the UGC and MHRD, but to no avail.
It is only as late as 28.9.2013 that the University resolved, in a meeting of its Executive Council, to implement the 200-point Roster for the whole college/university. However, they arbitrarily decided on 3.9.2013 as the cut-off date for implementation instead of 2.7.1997, thereby depriving the SC/ST Categories of due Backlog. Moreover, the calculation for entitlement is being made by application of the 200-point Roster on an arbitrary alphabetical arrangement of departments within each of which filled and vacant posts are juxtaposed. As a result, the Reservation Points appearing against filled posts are identified as shortfall and are to be filled only after the retirement of the incumbent concerned. The procedure outlined is hence, completely in violation of the GOI Policy as has been enunciated in various DoPT Office Orders and is depriving the Reserved Category teachers of their due entitlement.
The DUTA has prepared an alternative model of preparing Rosters based on the abovementioned DoPT circulars. However, the University has refused to engage in any dialogue on the issue. We would therefore like to meet you to explain the matter in greater detail and request you to intervene at the earliest, so that the University authorities are prevented from cynical violation of the constitutional rights of marginalized sections.
