The DUTA welcomes the reported decision of the UGC in its meeting held on Friday, 13th June, 2014, to deem the Four-Year Undergraduate Programme (FYUP) in Delhi University as illegal as it is against the National Policy of 10+2+3 and as due approval had not been taken from the Visitor while introducing it. The DUTA also appreciates the UGC’s candid acknowledgement of the fact that by not seeking its approval 6 months prior to the commencement of the programme, DU had violated the Section 22, Clause 3 of the UGC Act.
It is clear from the deliberations held in the full commission meeting of the UGC held yesterday, that the FYUP is being made to run illegally in Delhi University. This offers sufficient cause to the Visitor to intervene using his powers under Section 31 (6) of the Delhi University Act (quoted in footnote) and set aside the Ordinances related to the FYUP without delay. The DUTA has already sent an extensive representation to the Visitor and sought an appointment from him in this regard. In its representation, it has pointed out several violations and illegalities that have marred the statutory processes accompanying the implementation of the FYUP.
The DUTA also demands the immediate resignation of the Vice Chancellor of Delhi University, Prof Dinesh Singh, for deliberately running an illegal course and jeopardizing the future of thousands of students. It also demands strict action against the Chairperson of the UGC, Shri Ved Prakash, who despite several representations on this issue, failed to take any steps to prevent this illegality.
The DUTA plans to step up the campaign in support of its demands by eliciting the support of Delhi MP’s and leaders of various political parties.

Footnote: 31(6). The Visitor may, at any time after an Ordinance has been considered by the Court, signify to the Executive Council his disallowance of such Ordinance, and from the date of receipt by the Executive Council of intimation of such disallowance such Ordinance shall cease to have effect.
