DUTA PRESS RELEASE: 16 June 2014
The DU Vice Chancellor has arrogantly refused to take heed of the UGC’s decision to not grant approval to the FYUP and has gone on to schedule yet another Academic Council meeting on 21 June to secure approval for new courses under it. While the UGC has reportedly deemed the FYUP illegal on account of its violation of the National Policy of 10+2+3, as well as the fact that no formal approval had been sought from the Government before introducing the FYUP, the DU VC wants to continue with this illegality.
The VC’s authoritarian undermining of statutory processes and scorn for any sense of propriety is also evidenced by the manner in which he has advertised a new course, B. Tech. in Forensic Sciences, in the Admissions Prospectus without even tabling it in the Academic Council. He has assumed that the AC approval for this course is a mere formality. This cavalier attitude towards statutory bodies and his efforts to reduce them to rubber-stamps is responsible for the entire farce that has accompanied the forced implementation of the FYUP in 2013 and the public embarrassment that the University has had to suffer, on account of such a course.
The DUTA condemns the Vice Chancellor and urges the Government to immediately step in and put a full stop to this illegal farce. It has already written to the Visitor and MHRD, seeking an annulment of all Ordinances related to the FYUP under powers vested with the Visitor in section 31 (6) of the DU Act. It hopes that the Government will act on the UGC decision with promptness and prevent the University from perpetrating any further illegality in the name of FYUP. Since admissions are starting from 24 June, the DUTA demands a complete roll back of the FYUP well before this date, so that students and parents are not left in any state of confusion.
The DUTA will observe joint students-teachers Protest Dharna on 21 June from 8.30 am onwards outside the Council Hall of the University where the AC meeting is scheduled to take place. The AC agenda on FYUP is illegal and the DUTA demands that the meeting be cancelled forthwith.
