Action Programme for 21st June demanding roll back of FYUP and resignation of Prof. Dinesh Singh from the post of Vice-Chancellor

The DUTA has learnt that the UGC had decided on 13.6.2014 to ask University of Delhi to “review/reconsider the continuation of the FYUP” under Section 12(d) of the UGC Act. To the best of our knowledge, “review/reconsider the continuation of FYUP” means discontinue FYUP. The UGC has found FYUP to be a deviation from the pattern of 10+2+3, enshrined in NPE, adopted all over the country. It further takes note of the information provided by the MHRD Secretary that the rules effecting the departure from the national pattern do not have Visitor’s approval. (A copy of the decision as well as Section 12(d) of the UGC Act is enclosed.)
Despite a letter communicating the UGC decision having reached the University Administration on 16.6.2014, the same has not been put on the agenda of the meeting of the Academic Council scheduled for 21 June 2014 and has not been made available to them. This is despite fresh agenda items for extending the FYUP has been sent to members as late as last evening. These include the highly irregular case of Forensic Sciences for which application for admission was sought even before it legally exists. These acts of omission and commission are indicative of the undermining of the statutory authorities and the due process of decision making in the University.
The DUTA hopes that the statutory bodies do not come under pressure and repeat rubberstamping decisions which please the Vice-Chancellor. The environment of intimidation and pressure cannot continue for ever and is already showing signs of crumbling. The DUTA calls upon members of the Academic Council to insist on taking up the UGC letter and on discontinuing FYUP immediately. It will save large number of students from being forced into illegal and substandard courses of four year duration.
The DUTA is holding a Joint Dharna with student groups at 8.30 am on 21.6.2014 in front of VC’s Office to demand roll back of FYUP and resignation of the VC.
