The recommendations should have been scrutinized by the Faculties and then by the Academic Council. Instead they have been summarily rejected in cases where Departments had not stuck to the FYUP DC1 and DC2 papers, but had included papers of the 3-year undergraduate syllabus. The CoCs had tried in their best wisdom to propose courses that would be best for this unfortunate batch of students who lost precious learning time in the First Year because of the Foundation Courses. Instead of respecting the academic decisions of the CoCs, the University administration has sent back their proposals, calling them unacceptable, and directed them to stick to the FYUP courses as proposed by the Principals’ committee.
The DUTA finds the approach adopted by the VC and University administration highly unfortunate. Having already delayed the starting of the restructuring process by more than a week by remaining silent, the administration now wants to create further roadblocks. It is significant that only yesterday a Press Release was issued to reassure students that the University would be reopening as scheduled on 21 July and that the Committees of Courses had completed the task of restructuring the courses in the various disciplines. What happened since then that these proposals of the CoCs were sent back under the signature of the Dean, Student Welfare? It may be noted that this is completely beyond his brief. This is a total disregard for rules and regulations and democratic norms. It is unacceptable that the brief of a statutory body is delegated to an Official, who has otherwise no role to play in the scheme of things.
This may further delay the meetings of the statutory bodies and cause dissatisfaction, unhappiness and worry amongst teachers of colleges who have the responsibility of teaching these courses. The University Community feels cheated. This latest action by the University administration also shows the VC’s lack of respect for and understanding of the kind of work and efforts which colleges put in to start a new session. The DUTA expresses its strongest criticism of the complete lack of responsibility displayed by the VC and his administration towards the thousands of students from Delhi and also from outside who are waiting to come and begin their courses of study.
