DUTA DHARNA AT ZAKIR HUSAIN COLLEGE TO PROTEST ABOLITION OF SC POST
Members of the DUTA Executive and activists staged a dharna at Zakir Husain College to protest against the abrupt termination of services of an ad-hoc teacher belonging to SC category on 10th February, followed by a call for interviews of ad-hoc teachers from general category. This arbitrary change of category is a clear cut violation of the College roster approved by the University and displayed on the college website, in which one vacant post in the department of English is earmarked for SC.
Newly elected AC member Hansraj Suman said that this arbitrary change has further reduced the percentage of vacancies reserved for SC to only 10% of the total number of vacancies, whereas a minimum of 15% have to be reserved for SC. Moreover, this action of the college administration has led to the anomalous situation in which there is not even one teacher belonging to SC category in a department of 15! Dr Hany Babu pointed out that this action of the College/University administration was violative even of the University EC resolution of 28.9.2013.
Another AC member N Sachin further pointed out that this arbitrary action was also in violation of the University circular of 1996, wherein it is stipulated that the services of an ad hoc/ temporary teacher cannot be terminated before the end of the term in which it is made or continued. In this case the SC post against which the teacher had been appointed as per the University approved roster had not been advertised or filled on a permanent basis, so there the question of terminating her services should not have arisen.
Dr. Udit Raj, MP, who had received a representation from the displaced teacher, sent the following message of solidarity after having perused all the documents, including the letters exchanged between the University authorities, College Principal and DUTA President on this matter. “I am sorry that due to Parliament session it is not possible to come but support your cause…. I see clear victimisation of Zakir Husain College administration of not filling up SC vacancy where she can be appointed. All the best, Dr. Udit Raj.”
The Executive of the Staff Association of Zakir Husain College also passed a unanimous resolution asking that the SC teacher working against ad-hoc vacancy be continued until the matter is sorted out, and the interviews scheduled for ad-hoc appointments in general category on 27.2.2015 be cancelled. This was submitted to the Principal.
The DUTA also submitted a representation to the Principal demanding that the SC teacher be re-instated and continued until the post is advertised for SC and filled on a permanent basis.
