However, the vacancy advertised for the Commerce department (8 in number) did not mention the number of posts corresponding to these Economics papers. This was despite the fact that the total workload against which these 8 posts were advertised included 3 posts relating to the Economics papers (this can be verified from the workload of the department.) Further, the advertisement did not state that candidates possessing a M.A. Economics degree (with requisite qualifications) could apply. Consequently, in absence of the inclusion of this specific requirement, which ought to have been mentioned in the advertisement (corrigendum), many eligible candidates from the domain of Economics have not applied in response to the college advertisement.
Even otherwise, in this case the resultant vacancies related to the pure domain of Commerce stands at 5, but the total number of candidates called for the interview is in excess of the permissible limit.
The lapses do not end here. Experts from the department of Economics are not a part of the selection committee of the college, which is currently conducting interviews for these posts. The Economics department of the Delhi university at Delhi School of Economics was not even informed about these interviews. The teachers of the Economics department at Kalindi college gave their representation to this effect to all the authorities. Regardless of the protest by the teachers, instead of correcting the advertisement and the process of selection, the college is holding interviews to fill these posts (in haste) allegedly so as to appoint the present administrative officer of the college as a permanent faculty in the Department of Commerce.
The administrative officer of Kalindi College (with a post- graduation in Management from Jiwaji University and an M. Phil from Global Open University) has also applied for a post in the Commerce department of the college. In order to facilitate his smooth entry in the college, the tenure of the teacher in-charge of the Commerce department was extended by the Principal- illegally, without seeking approval from the staff- council.
The saga has a interesting history. Mr Nooral Haque, the administrative officer of the college was debarred from participating in any selection committee due to malpractice. He, along with the Principal, had appointed the real sister of Mr Nooral Haque as a JACT in the college. He was appointed by the Principal as the head of the paper-setting committee of the written exam, as well as the typing test, for the post of J.A.C.T. He was further appointed by the Principal as the member of the selection committee for the post of J.A.C.T (the minutes of the committee carry his signatures).
This malpractice was discovered by the Governing Body of the college and taking cognizance of the above facts, the Governing Body duly punished him by withholding two of his increments and further debarred him from participating in any selection committee.
Nonetheless, In view of the above facts, the selection committee for the interviews being held in the Commerce department of the college is illegal, as was the advertisement. Thus, the interviews being conducted currently for these posts for the Commerce department at Kalindi college need to be put on hold with immediate effect.
