DUTA demands immediate correction to the modalities of Reservation Roster and Filling up of post with Correct Roster

The current modalities of implementation of 200 point reservation roster for the teaching posts were notified on 3 September 2013 by use of emergency powers by the then Vice Chancellor, Professor Dinesh Singh. The DUTA has since then maintained that the reservation roster is inherently faulty as it violates the DoPT Guidelines. The incorrect implementation of reservation roster became an important issue against Professor Dinesh Singh.


The DUTA has repeatedly raised the issue of incorrect implementation of 200 point Reservation Roster at Delhi University with several agencies including the UGC, the MHRD, the Prime Minister and the Parliamentary Standing Committee for the Welfare of SCs & STs. The Parliamentary Standing Committee on SC/ST/OBC  submitted its report with a scathing indictment of the violations in the Reservation policy by DU. Delhi University constituted a Monitoring Committee on 15.11.2016 under the Chairmanship of Professor Kale.


Delhi University is now going to start the process of recruitment to fill thousands of posts lying vacant in the Colleges and University departments. Over 4500 posts are currently lying vacant in Colleges and University Departments. The recent High Court order (W.P.(C) 1044/2001) of 23.12.2016 has laid down a timeline, according to which advertisements for the vacant posts are to be issued in January so that screening of the applications can begin on 10th February 2017. Moreover, all posts to be filled up are to be identified by 10th January 2017 and placed on the Reservation Roster before issuing the advertisements. The timeline further lays down that the selection process for the posts in the University departments is to be completed by May 2017 and for the Colleges by July 2017.


Correction of the roster is of utmost importance for the selection process to be correct and fair. The DUTA has written to Professor Yogesh Tyagi, Vice Chancellor, Delhi University to address the issue urgently so that appointments can be done as per correct reservation roster.

As announced by you in the recent Academic Council meetings, Delhi University is going to start the process of recruitment to fill thousands of posts lying vacant in the Colleges and University departments. The recent High Court order (W.P.(C) 1044/2001) of 23.12.2016 has laid down a timeline, according to which advertisements for the vacant posts are to be issued in January so that screening of the applications can begin on 10th February 2017. Moreover, all posts to be filled up are to be identified by 10th January 2016 and placed on the Reservation Roster before issuing the advertisements. The timeline further lays down that the selection process for the posts in the University departments is to be completed by May 2017 and for the Colleges by July 2017. As per the order, the respective Principal and Liaison Officer of the Colleges would be made responsible by the University for correctness of the reservation roster in the concerned Colleges.


We have already drawn your attention to the fact that the Roster being implemented in Delhi University as per the EC Resolution of 3.9.2013 is faulty as it does not comply with the GoI guidelines outlined in the relevant DOPT Office Memoranda and in the UGC guidelines of 2006. As you know, this has been pointed out by the Parliamentary Committee on Welfare of Scheduled Castes & Scheduled Tribes, in consequence of which Delhi University has set up a Monitoring Committee.


We wish to express our concern that unless the faulty Roster is corrected urgently, advertisements for the thousands of vacant posts will be issued according to this faulty Roster. If this happens, it would make null and void the Report of the Parliamentary Committee mentioned above. We therefore request your urgent intervention to ensure that advertisements are issued according to a correct Roster. This would require the replacement of the EC Resolution of 3.9.2013 with guidelines that comply with the GoI guidelines.
