Resolution on the issue of Permanent Appointments 



The DUTA has always fought against the abhorrent practice of subjecting a large number of ad hoc teachers to exploitative and uncertain conditions of work as teachers. The DUTA’s arduous struggle and continuous efforts have been successful in highlighting in the public domain the plight of 4500 ad hoc teachers and the resulting instability of the University system. The DUTA Executive, therefore, welcomes the order of the Hon’ble High Court on 23.12.2016 to carry out and complete the process of making permanent appointments in a time bound manner. 


The DUTA Executive demands the following:


  • Scrapping of screening criteria so that all candidates who have worked as temporary or ad hoc teachers in DU are called for the interviews.



  • Teachers who have worked in temporary or ad hoc capacity for long periods must be regularised through selection / screening committee. 



  • Single application procedure so as to maintain uniformity and to make the process of applying applicant-friendly.



  • The University’s decision of not charging fees from SC, ST, PwD and women applicants should be extended to all colleges. Applicants from other categories should also be exempted from paying fees. It may be noted that in the last round of selections there were many cases where fees were taken but interviews were never held. Applicants had to pay excessive amounts while applying for posts in different colleges and In the University departments. 





  • The resolution adopted by the AC for rotation of subject experts on selection committees from the panel approved by the AC be strictly adhered to. 





  • The 50 marks assigned to academic record and research performance be objectively determined for each subject by (a) taking into account variations across departments in regard to research degrees and research output and (b) ensuring that differences in marks awarded by different universities or by the same university at different time periods are minimised.





  • The DUTA notes that as per the EC Resolution of 30 December the recruitment criterion at Assistant Prof does not stipulate the requirement that the publications are in the UGC listed journals. The DUTA demands that while calculating API scores for direct recruitment at Associate Professor and Professor level and for Promotions, the requirement should be applied only prospectively i.e. the publications already completed or accepted should be exempted from such requirements.



Further, the DUTA Executive urges the UGC to reformulate the relevant clauses of the UGC Regulations regarding recruitment of teachers so as to ensure the said objectives in the future. The FEDCUTA memorandum to the UGC Pay Review Committee has suggested in detail a framework for the purpose.


The DUTA Executive takes strong exception to the continuing refusal by the University administration not to correct the roster modalities despite the indictment by the Parliamentary Standing Committee. It condemns the attempt to bypass the just and lawful procedure as laid down by the DoPT. It demands that the University takes urgent measures to ensure that appointments are made as per the DoPT roster.
