Issues raised at meeting with DUTA on 10.5.2017

Dear Prof Tyagi,

Thank you for giving the DUTA delegation an extensive hearing yesterday, even though it was after an avoidable gap of ten months. We appreciate the fact that you have agreed to set up a system through which these meetings can take place at regular intervals, with the objective of resolving issues regarding teaching and learning, teachers’ service conditions and enrichment of University life in general.

We had placed a number of concerns before you, a hand-written summary of which had been submitted to you. You had asked for a typed version, so I am listing them as follows:

1. Physical Educations Teachers: Inclusion of Physical Education Teachers in Colleges in the Teaching Roster.

2. College Librarians: (i) Removal of College Librarians who are academic, non-vacational staff,  from the roster for Administrative Officers, who are non-teaching staff with different grade pay, service conditions and mode of recruitment.
                                (ii) Removal of Librarians, Programmers and other Academic Staff from the list of non-teaching Staff inserted in Non-Teaching Rules 2013 Annexure in EC on 17.8.2013, and not corrected despite repeated assurances by Vice Chancellors in successive EC meetings.

3. Pension : Release of pension for those employees who are not involved in Court case as they had been placed in GPF by DU through 13 options granted to them more than 20 years ago and their CPF amount surrendered to UGC. Identically placed employees who retired before 30.4.2014 are already receiving pension and UGC has been sending the grant for the same.

4. Issue of Confirmation letters to those teachers appointed by University who have completed one year of probation as per Ordinance XI.

5. Expediting Permanent Appointments with the correct DOPT Roster

6. Absorption: Calling EC meeting to discuss formulation of some mechanism for absorption of long-serving ad-hoc /temporary teachers.

7. Withdrawal of Retrospective Application of API for Promotion, because of which promotions of thousands of employees eligible between 31.12.2008 and 17.8.2013 has become impossible.

8. Counting of Past Service: Instead of exploring ways of counting past service at all stages of promotion as promised in AC meeting, University administration has
 started questioning counting of past service even for
(i) first promotion under 2010 Regulation that had been incorporated in our Ordinances in 2013
(ii) all promotions under 1998/2000 Ordinances that might adversely affect more than 6000 teachers.

9. Health Centre: Restoration of Democratic Composition of Advisory Committee of Health Centre, that had, till 2010, included President of DUTA, President of DUCKU and an elected EC member.

10. Disbanding of the Committee for Considering Applications of Colleges for Autonomous Status, as it is against our Statutes that have no such provision, and because it will pave the way for self-financing institutions, privatisation and commercialisation of higher education affecting both quality and accessibility.

11. Approving recommendation of Bhagini Nivedita College GB for suspension/long leave of Principal to pave way for independent enquiry into serious charges  of maladministration as described in 470 page report by GB.

12. Withdrawal of the false and motivated enquiry instituted by the previous Vice Chancellor against the DUTA President, in an attempt to “derecognise” her as a teacher and disrupt functioning of DUTA.

13. Irregular payment of arrears of salary to Prashant Kumar OSD Aurobindo College(E) for the  period that he was not there as he had been removed from the post by the GB

Since there is such a backlog of issues we did not have much time to place some other urgent issues or to  discuss some of the above issues in some detail, we would request you to give us some time next week so that some of these matters can be discussed and resolved. These include the refusal of Hindu College GB to let Mr Arvind Choudhary join duty despite positive report of Chancellor’s Committee (a copy of which has still not been given to Mr Choudhary by the DU Administration) and re-instatement of Smt Gianwati Taxak, former Librarian, Sri Aurobindo College(E) , who had been illegally terminated at the behest of the OSD Prashant Kumar, and not been reinstated subsequently despite positive recommendation of then GB.
