Sub: Formation of Governing Bodies in 28 Delhi Govt. Colleges, Appointment of Principals and Publication of Reservation Roster on College and University Websites
Dear Prof. Tyagi,
The formation of Governing Bodies in 28 DU colleges aided or maintained by the Delhi Government is long overdue. Many Constituent Colleges of Delhi University also await formation of full Governing Bodies. The delay has adversely affected college governance.
The University has initiated the process of appointment of Principals. Also, keeping in mind the directions of the Hon’ble High Court, the University had requested Colleges to advertise all the vacant teaching posts by 29 May 2017, following which most colleges have brought out advertisements. Since the Governing Body of the College is the appointing authority for both the Principal and the teachers, it is essential that regular Governing Bodies for all the colleges are in place to ensure that the appointment process takes place in a smooth, time-bound and fair manner.
Formation of Governing Bodies is a routine process under Statute 30 1(A) (ii) and Statute 30 1(C) (i) of the Delhi University Act, Statutes and Ordinances and as such, there is no basis for delay. If these colleges are allowed to carry on functioning with truncated governing bodies and minimum quorum, the University will be compromising its own interests and opening the door to accusations of manipulation of appointments by undermining legal provisions.
Further, the powers vested with your office under Statute 11-G makes you personally responsible for ensuring that the DU Act and its mandated provisions of governance are not undermined. Hence, we urge you to convene a meeting of the Executive Council at the earliest to complete the process of forming governing bodies in all these colleges.
Additionally, we appeal for your personal intervention in ensuring that, as per repeated reminders by the UGC and MHRD, the Reservation Rosters in all colleges are published for common access on the websites of the University and respective colleges. The Roster of the University departments should be similarly published on the DU website. This mandatory requirement will also contribute to transparency in advertisement of posts and the process of appointments.
We thank you for your timely response to our earlier appeal to delete clause 16 and waive application fee for candidates. We appreciate the fact that the University and Colleges have waived application fees for Women, SC, ST and PwD candidates. However, this should be done for all aspirants as the payment of multiple fees along with simultaneous applications to a large number of colleges imposes an unreasonable financial burden on them. In this connection, we wish to bring to your notice that many Colleges had advertised in 2015 and imposed application fees but did not/could not hold interviews. The money collected is unaccounted for. We, therefore, reiterate our demand that application fees for aspirants seeking permanent appointments in colleges and departments be waived off entirely.
