DUTA Letter to the VC, Request for Urgent  Appointment to discuss Promotions Issue

Sub: Request for Urgent  Appointment to discuss Promotions Issue

Dear Prof Tyagi,

In our last meeting on 10th May, we had appealed to you for an urgent meeting to discuss the Promotions Issue exclusively, since we did not have time to discuss it on that day.

We know that you are very busy with admissions and appointments, but there are certain serious developments that need urgent attention. these include some extremely negative steps that have been taken by the DU Administration that may adversely affect thousands of teachers who were promoted under the 1998/2000 scheme.

We had taken up the issue of zero promotions with you more than a year back, and these issues were highlighted by our elected members of the Academic Council during meetings. Unfortunately, the DUTA could not get an appointment with you for more than ten months, as a result we were not able to move towards a coherent resolution of the matter. The frustration and demoralisation of teachers has now reached breaking point and is likely to affect their functioning adversely. Much of the frustration is caused by the negative features of Government policy, but many of the problems have been created at the University level and can be resolved here.

To highlight our concerns the DUTA has decided to observe a Pen Down Strike on 7th May along with a public meeting cum Dharna  from 11 am to 2pm at Arts Faculty Gate to focus on denial of promotions, retrospective application of API, counting of past service etc.

Our demands include the following:

1. API not be applied retrospectively from any date prior to 17.8.2013

2. The letters denying promotion to teachers whose promotion was due under 1998/2000 Scheme on grounds of not counting past service be withdrawn, and approval granted immediately

3. Counting of past service at all stages of promotion be ensured for those eligible under the new scheme as well.

4. Relief given to those eligible after 11.7.2016 in through EC Resolution following 4th Amendment in terms of compensation for leave period,counting preparation hours, internal assessment, relaxation in capping etc be made available to all those on whom API under 2010 Regulation is being applied.

5. Promotions process be started by sending names of experts for Selection Committees.

6. List of UGC Journals be not applied retrospectively, for which appropriate changes in the software for the application form will have to be made. The DU administration should write to the UGC that the list needs to be made more comprehensive by including recommendations from all  Departments.

We appeal to you to grant us an urgent appointment to discuss the above issues. A positive signal that the DU Administration is willing to apply its mind with a view towards the resolution of these issues will go a long way in raising the morale of teachers and building their confidence in the responsiveness of the authorities.
