Dear Prof Vedeshwar,
I would like to bring to your notice the following facts concerning Sri Aurobindo College(E):
1. The decision to repatriate Dr. Prashant Kumar, former OSD, who had already completed five years as OSD, and had continued illegally “until further orders” in violation of Ordinance XVIII, was taken in a meeting of the full Governing Body held on 15.07.2016 and accordingly he was repatriated on 16.07.2016 at the close of Office hours. (Annexure 1)
2. Dr. Kusum Lata was appointed to officiate as Acting Principal on a temporary basis by the Chairman, Governing Body, and took over charge at the close of Office hours on 16.07.2017. (Annexure 2)
3. Communication was handed over to the office of the Vice-Chancellor personally by the Chairman, Governing Body on 15.07.2016 itself regarding Repatriation of Sh. Prashant Kumar and seeking approval thereof and for handing over of the charge of acting Principal to the senior most teacher of the college. (Annexure 3)
4. Another communication was sent by the Chairman, GB, to the Vice Chancellor, as reminder for grant of approval of above-mentioned GB actions on 2.9.16 (Annexure 4)
5. The University administration did not respond to the above letters of the Chairman, but sent official communications to the college in which Dr Kusumlata was addressed as ‘Acting Principal’ e.g letters from AR dated 24.10.16 and 9.3.17 (Annexures 5 and 6)
6. All along from 17.07.2016 till 11.04.201 7, Dr. Prashant Kumar never came to the college and appeared only on 12.04.2017 for handing over of the charge to the new OSD and getting relieved from the college.
6. He remained absent for 8 months and 27 days during which Dr. Kusum Lata officiated as acting Principal.
7. The new OSD, Dr Namita Rajput, took over on 12.4.2017, and on 14.4.2017 Dr. Prashant Kumar was paid full salary amounting to more than Rs.18 Lakhs for the above period of his absence,
8. Transport Allowance for the above period was also paid to Dr Prashant Kumar.
9. 23 Earned leaves for above period of his absence was also credited to Dr. Prashant Kumar’s leave account.
10. The above three financial decisions were taken by the OSD without the approval of the Chairman, Governing Body, of the College.
11. An order for recovery of allowance for Acting Principal @ 10% of Basic has been brought out by the current OSD, in an unprecedented, illegal and vindictive move against the former Acting Principal Dr Kusumlata (Annexure 7)
The above-mentioned actions under 7,8,9, if true, amounts to grave financial irregularities. We appeal to you to institute an independent enquiry into the above facts. If found to be true, then strict action should be taken against the guilty officials and recovery made from the illegal beneficiary Dr. Prashant Kumar.
