Dear Dr Sandhu,

This is with reference to your Public Notice dated 2nd June, 2017, seeking feedback from general public/stakeholders on a set of Guidelines/Regulations for Grant of Graded Autonomy to Universities. The deadline for submitting a feedback is given as 15th June, 2017.

The time given for Feedback on such significant sets of Draft Regulations (June 2, 2017 – June15, 2017) is grossly insufficient, considering that these Regulations are likely to significantly alter the character, scope and impact of Higher Education in India. The Draft Regulations should necessarily be discussed through widespread consultations and meetings with academic bodies, teachers’ associations and national and state-level students’ organisations, all of whom represent the primary stakeholders and actors of the education system.


The UGC’s Public Notice No. F. 1-1/2017 (Secy.), dated 2.06.2017, demands unnecessary haste and should be withdrawn to give more time to stakeholders to apply their minds constructively and comprehensively on all possible implications of the clauses and provisions contained in the sets of the Draft Regulations.

While we are submitting a preliminary feedback based on a brief discussion possible in the extremely short period given, we strongly urge that more time is given for discussions among all stakeholders and representative bodies such as FEDCUTA and AIFUCTO are called for discussions on the issue, before any decision is taken.
