Sub: Re-appointment of ad-hoc teachers, Summer Salary and Ex-gratia Payment
Dear Colleagues,
We had requested you in our earlier letter dated 5th July, 2017, to renew services of ad hoc teachers working in your college/ Department and to hold interviews for additional posts only. We request you to release the summer salary of all ad-hocs who have rejoined on 20th July, 2016 in keeping with Ordinance XII Clause 3(4).
We have come to know that, in some cases, the ad-hoc teachers have not been retained despite the post continuing. In some other cases, long-serving ad-hocs have been displaced due to change of category. This is a violation of EC Resolution 64 that lays down the process of re-assignment of posts only when the post is withdrawn from a particular department on account of decrease in workload. We appeal to you to have the roster corrected on the basis of the above EC Resolution, and re-instate the ad hoc displaced.
In cases where teachers working on adhoc basis till the end of the last session could not rejoin on 20th July, 2017, we request that ex-gratia payment be released to them at the earliest as per the Ordinance XII 3(3)(b).
“(b) If a teacher has been in service in a College or Department of the University on or before the first day of its re-opening in the second term and has continued to be in service without any break till the end of the third term in any College or Department of the University he shall be entitled to an ex-gratia payment equivalent to the amount of emoluments he would have received had his appointment continued till the end of the long vacation, if he is not holding any salaried post elsewhere during the period. Such ex-gratia payment shall be made by the College or the University, as the case may be, in which the teacher was in service immediately preceding the end of the third term.”
This would also be in compliance with EC Resolution No.120(8) dated 27.12.2007 laying down Guidelines for Appointment and Service benefits for Ad-hoc teachers, Clause III(C).
