Dear Friends,

The DUTA Executive, in its adjourned meeting held on 4 February 2018 discussed the inordinate delay in implementation of 7th Pay Revision, the Chauhan Committee Report, the MHRD Pay Revision Notification (dated 2 November 2017), delinking of our allowances from Central Government employees  and Budget recommendations relating to Higher Education. It was felt that repeated insistence by the MHRD and the UGC to generate resources to the tune of 30% will result in complete destruction of public funded education. The recent pronouncements of the Minister regarding contractual jobs is alarming, to say the least, and must be opposed tooth and nail. Further, the Government seems to be in no mood to resolve the anomalies of the VI Pay Commission and this will end even the notional parity between the teaching profession and IAS and other Central Services. The complete roll back of API and an enabling promotion scheme that will ensure promotions to all is necessary to make sure that the teaching profession is able to attract and retain talent.

The DUTA Executive also expressed dismay about the slow pace of resolution of long pending issues including filling up of posts, regularization/ absorption of long serving adhoc teachers, promotions and retrospective application of API, pensions and formation of Governing Bodies.

The DUTA Executive resolved the following action programmes. Staff Associations are requested to mobilise for the action programmes and to hold meetings to discuss all the above mentioned issues, especially those related to Pay Revision and related matters. We request the Associations to send their resolutions to DUTA ([email protected]) by 22 February 2017.

Forthcoming action programmes

1) Tuesday, 6 Feb 2018: STRIKE and March from Arts Faculty to VC Office (Gate No. 1) followed by Public Meeting; Assemble at Arts Faculty at 11 am: On the issue of Regularisation/ absorption of long serving ad-hoc & temporary teachers and greater transparency in implementation of 50:30:20

2) Wednesday, 7 Feb 2018:STRIKE Against negative recommendations of Pay Revision Notification and 30 -70% funding formula and to demand Roll Back of API and an enabling promotion scheme

3) Thursday, 8 February 2018, 12-3pm: Halla Bol on UGC; (Classes suspended after 11 am; Assemble at Feroz Shah Kotla) On issues related to 7th Pay Revision and service conditions

4) Friday, 16 February 2018, 12 pm:  Shiksha Bachao Rally from Mandi House to Parliament Street Issues related to 7th Pay Revision and service conditions, HEFA, Graded Autonomy, Tripartite MoUs, Inst. of Excellence

5) Thursday, 22 February 2018, 1 pm – 4 pm: Akrosh Jalsa at VC Office (Gate No 1) Issues related to Appointments, Promotions, Governing Bodies and Pension

6) Saturday, 24 February 2018, Extended DUTA Executive, 2 pm To discuss Staff Association resolutions and decide future course of action.

7) Tuesday, 27 February 2018, DUTA GBM on Pay Revision and related matters and decide future course of action.
