DUTA Press Release: 27.04.2018

Hundreds of Delhi University teachers participated today in the Candle Light March organised by the DUTA at 5 PM to the Delhi University VC office. They were protesting against the inordinate delay in the process of Appointments even though the High Court had clearly instructed the University to fill up all vacant teaching positions within the stipulated time frame. Teachers were vociferously demanding Absorption/Regularisation of all existing temporary and ad hoc teachers. Teachers unanimously demanded the continuation of the 200-point roster.

Now that UGC and MHRD, owing to tremendous protests from teachers, have filed SLPs against the Allahabad High Court judgement on the issue of roster, the University must continue with the 200-point roster. Teachers were shocked and disappointed that the UGC/MHRD has not yet withdrawn the 5th March  notification instructing colleges and university to make department-wise roster instead of the current system where the college is taken as a unit. There is widespread consensus among teachers across the country that if the roster is made department-wise, and not taking college as a unit, it will drastically reduce the number of seats reserved for SC, ST, OBC. This will adversely impact the Constitutional requirement of giving adequate representation to SC, ST, OBC in matters of employment.

It is really heart-breaking to know that so many of our eligible ad hoc colleagues are languishing without permanent placements for a very long time. All of these temporary and ad hoc colleagues have been slogging day-in and day-out for many years ensuring that quality education is provided to students and contributing to the academic, administrative, and examination processes of colleges and the University. However, they still remain non-permanent employees and this destabilises their personal, professional and social lives. There is an urgent need to resume the process of Appointments and Absorb/Regularise temporary and ad hoc colleagues.

The DUTA demands an immediate withdrawal of the the 5th March UGC/MHRD notification, continuation of the 200-point roster, resumption of the Appointments process and absorption/regularisation of temporary and ad hoc colleagues. The University must ensure that the current advertisements for teaching vacancies do not lapse. The DUTA will step up its agitation in coming few days if these demands are not met.
