DUTA Letter regarding issues concerning teachers and Evaluation Boycott

Dear Madam/ Sir,
The DUTA has given a call for *Evaluation Boycott starting tomorrow (9 May 2018)* in tune with the decision of theDUTA Executive held on 21 April 2018. The teachers of Delhi University are being forced to take this extreme step because of the immediate crisis resulting from the following:
a) The speed and aggression with which the UGC/MHRD are moving to grant financial autonomy to several institutions of Delhi University despite protests by all sections of the university community including Principals is shocking. As reported in the Press, a UGC team is visiting St Stephen’s College on 10-11 May 2018 for inspection. These insidious attempts are part of the larger agenda to privatize and commercialize public-funded education in the country. This will push education out of the reach of a vast majority of students who come from underprivileged sections including women and differently abled students. The dismembering of Delhi University will also have negative consequences for the working conditions of teachers and karmacharis. Colleges of repute who enjoy this status from being a part of Delhi University will become nothing more than teaching shops. The teachers of Delhi University and the DUTA are united in their opposition to fragmentation and privatisation of Delhi University and other public funded institutions and wish to warn the Government from going ahead with such a move. We feel that the University too has abdicated its role in defending itself from dismemberment. The University must, through its statutory bodies, immediately send feedback to the UGC and the MHRD on these schemes.
b) Likewise, the 5 March 2018 UGC Notification directing Universities to prepare Roster Department/Subject-wise has effectively subverted Constitutional mandate of reservation for SC/ST and OBC. Even though the MHRD and UGC have filed SLPs as a result of the widespread agitation, the Notification has not been withdrawn leading to a complete halt to the appointment process in DU. The fear that advertisements will lapse and that there will be large scale displacement of all categories of ad-hoc teachers is real and teachers are extremely exercised about this.
c) At the same time, the University Administration remains apathetic to the fate of teachers as there is no movement on any of the issues that the DUTA has been raising. Promotions, appointments, pension issues remain unsolved. These delays as well as the lackadaisical approach of the administration to routine matters are affecting the day to day academic life of teachers.
In the light of the above, the teachers have no choice but to take drastic steps to draw attention to the deep crisis the University is facing on all these counts. We appeal to you to stand by the teachers in their defense of Delhi University and other public funded institutions.
DUTA teams will visit the Evaluation Centers to ensure the Boycott. The Boycott also includes the boycott of evaluation of AECC and SEC papers.
