Teachers decide to continue Evaluation Boycott; demand withdrawal of 5 March UGC Notification on the Roster

In the face of continuing apathy from the MHRD, UGC and DU Administration, the General Body resolved to continue the Evaluation Boycott. It warned the MHRD and the UGC that no displacement of working ad-hoc teachers will be tolerated and that unless the mischievous Roster Notification of 5.03.2018 is withdrawn and the Autonomous Colleges scheme is put on the back-burner, no cooperation should be expected from the teaching community.

Teachers are outraged by the UGC’s refusal to withdraw its 5.03.2018 Notification on the Reservation Roster, despite the current situation in which the Government and the UGC have filed SLPs in the Supreme Court against its Order for a department-wise reformulation of the Roster. The MHRD and UGC are well aware that the Reservation Policy of the GoI cannot be implemented without the 200-point Roster drawn on the basis of the University/College as Unit. Yet, it is allowing several universities to advertised new posts based on Department-wise rosters that make a mockery of reservation entitlements for SCs, STs and OBCs. In DU, this refusal to withdraw the Notification has put a stop to permanent appointments and endangered the re-appointment of ad-hoc teachers in the new session that will start in July. The DUTA categorically demands immediate withdrawal of the UGC’s 5.03.2018 Notification and restoration of status quo on the 200-point Roster. It demands that permanent appointments against the advertised posts be immediately resumed.

Teachers in this premier institution have worked without a single promotion for the last ten years. Over 4000 teachers have been working on adhoc and temporary basis against over vacant positions.The DU administration has taken no visible steps in the resolution of issues regarding appointment, promotions and pension. The DUTA GBM demanded that if the HRD Minister and the DU VC cannot resolve the urgent and long pending demands of teachers, they should both resign.

Teachers marched to the VC’s residence in protest after the GBM.

The DUTA has further resolved to implement the following Action Programmes in the coming days:

Press Conference by the DUTA along with various Leaders of Political Parties on the issue of 5 March UGC Notification – subversion of Reservation Policy and the crisis in DU (date to be finalised by the Office Bearers in consultation with Leaders of Political Parties).

DUTA “Kali Patti Rally” from Mandi House to Shastri Bhawan, on Tuesday, 5 June. Assembly at Mandi House on 11 am. The DUTA will mobilise support from Members of Parliament, students’ groups and teachers’ associations for the Protest Programme.

Jan Sampark programme, 6 June : DUTA along with Staff Associations of a cluster of colleges will distribute leaflets/handbills and talk to the general public on busy spots (metro stations/chowks). The DUTA will identify and release list of these busy spots.

Meeting of the Extended DUTA Executive at 4 pm on Thursday, 7 June in the DUTA Office to review the matter and suggest future action programme to the GBM

DUTA GBM on Friday, 8 June 2018 to decide the future course of action.

The DUTA has been on the warpath for the past few months. Students are equal partners in the struggle to save public funded higher education. We seek support of parents, students and concerned citizens for our ongoing movement.
