Subject: Appeal to resolve long pending issues of teachers
Dear Professor Tyagi,
Teachers
of Delhi University have received an email from the Dean, Examinations
on the evening of 1 June. It quotes EC resolutions that list duties of
teachers and also reminds teachers of the Code of Professional Ethics.
The DUTA expresses its dismay over issuance of such a letter. We had
expected the democratic way of opening dialogue and making efforts to
resolve issues across the table. We had expected the DU administration
to find constructive ways of pursuading teachers rather than using
coercion.
The DUTA is fighting against the 5
March UGC Notification. It is an attack on the Constitutional mandate of
Reservation, that will lead to a substantial reduction in the number of
reserved posts. It has simultaneously brought the appointment process,
which had barely begun, to a halt. You are also aware that in DU, which
runs on the shoulder of over 4000 ad-hoc teachers, this Notice will lead
to a crisis as soon the University reopens. Since 2013, teachers have
been appointed against the 200 point Roster based on the
College/University as a unit. Any change will lead to mass displacement
of ad-hoc teachers. Loss of jobs and vacation salary will increase their
hardships manifold. Teachers need to be assured that status-quo will be
maintained.
The fact that the teachers have
stayed away from evaluation work shows their unhappiness and anger at
the ways in which their working and service conditions are being
attacked. Can a University retain talent if it does not find ways of
making teachers permanent, give time bound promotions and pension? The
teachers of this premier university are not asking for the moon. They
want their due. Teachers in Departments and Colleges have been
stagnating for the past ten years. It is indeed commendable that they
have continued to perform their duties despite the fact that the
University has ignored their career advancement completely. Teachers are
asking for a resolution of these problems in a time-bound manner.
Students’
interests have always remained central to the DUTA movements. The DUTA
has fought against anti-education and anti-people policies, in the
interest of students, teachers and the disadvantaged sections of
society. The DUTA, as a responsible body of teachers, has never failed
its students.
We appeal to you once again to
meet a delegation of the DUTA. We seek early resolution of issues which
the University is in a position to solve.We hope that the University
will take steps that will instill faith in teachers and inspire them to
continue to deliver to best of their ability.
