Teachers protest Department-wise Roster, slam it as a formula of denying reservation
Large number of Delhi University teachers participated today in a Dharna organised by the DUTA at the Parliament Street in Defence of Constitutional Rights to save reservation policies in universities and colleges.
Speaker after speaker spoke about the detrimental effects of the 5th March 2018 letter of the UGC that marked a significant U-turn in the Reservation Policy of the government. Instead of the current practice of making roster by taking the entire institution as a unit, the letter directs Universities to prepare rosters Department/Subject-wise. This will lead to inadequate representation in teaching positions for SC/ST/OBC categories and will be drastically less than the Constitutional requirement of 15%, 7.5% and 27% respectively. The DUTA has demanded unconditional withdrawal of the 5.3.2018 UGC letter. It is unfortunate that the appointments which should have been completed by now stands jeopardized because of this U-turn by the Government. The University must seek permission to complete this round of appointments on the basis of the advertisements as per the existing reservation roster. The University must regularise/absorb all ad hoc and temporary teachers.
The DUTA notes with dismay that despite the assurance given by the MHRD that status-quo will be maintained, several central universities have published advertisements on the basis 5 March UGC letter. The advertisement show massive reduction in the reserved posts of ST, SC and OBC because of the Department-wise Roster. The latest is the case of Central University of Punjab, where out of 57 advertised posts on 1 July, 51 are UR!
The DUTA warns both the MHRD and the Delhi University that it will go for a complete shutdown of the Delhi University if there is any displacement of ad hoc teachers on the basis of change in roster in the new academic session.
