Sub: Regarding issues pertaining teachers and Delhi University
Dear Professor Singh,
We write once again to draw your attention to some of the long pending issues and seek your intervention for their resolution.
1. Immediate Release of Second Tranche of Posts under OBC Expansion Plan: As you know, the OBC expansion was implemented in 2007 in a phased manner. Teachers welcomed this as the inclusion policy was to be strengthened by commensurate expansion of higher education in terms of infrastructure and faculty strength. However, in Delhi University only half the sanctioned posts were released to colleges. The plan for Delhi University has remained incomplete as the second tranche of teaching posts has not been released. Unrealistic capping on the sanctioned strength of colleges and departments has resulted in overcrowded classrooms, skewed student-teacher ratio and many more teaching hours for teachers in violation of the UGC mandated 14(16) hours per week for Associate (Assistant) Professors. This is adversely affecting quality of the teaching learning process. Colleges also fail to offer choices to students under CBCS. The DUTA demands that the additional teaching posts be released on an urgent basis. After OBC expansion most DU colleges have over 2500 students and the administrative work and responsibilities have increased manifold. We, therefore, appeal that a commensurate expansion of non-teaching staff be initiated.
2. Immediately issue guidelines on the issue of Stepping-Up: We request you once again to implement the Judgment of several High Courts and the Supreme Court which “declared that petitioners are entitled to stepping up of pay at par with juniors who are drawing higher pay on account of advance increments granted to such juniors on the basis of 6th pay Notification” (DUTA has already written to you in details on the above issue dated 22/1/2018 – Annexure Attached).We appeal to you to implement the judgments immediately and give appropriate guidelines to the Delhi University and its constituent colleges without further delay to give relief to hundreds of affected teachers so that parity can be restored in their pay with their junior colleagues with same qualification but drawing higher salary all this while.
