Sub: Pending Promotions of College and University Teachers

Dear Prof. Tyagi,

In our last meeting on 28.11.2018, we had requested you to immediately conduct interviews for pending promotions of all teachers especially those who are about to retire in both University and colleges.

You had promised us that you will take up this matter with utmost seriousness. We once again reiterate our appeal to you to hold interviews for all other eligible applicants of those departments simultaneously since it is difficult to repeatedly hold selection committees. The delay in promotions in the University Departments and Colleges is causing much demoralization and ought to be remedied.

We had also brought to your notice that the fresh requirement that all teachers upload their promotion forms and their publications in OCR Ready format amounts to harassment for teachers, especially those whose forms have already been screened, the screening process often being extremely bureaucratic requiring repeated revisions, and were waiting for statutory Selection/ Screening Committees to meet.

We urge you to make online applications and submission of OCR Ready publications optional. You would agree that this is a time taking and cumbersome process and neither is the university providing any support for processing of documents. You would be aware that scanning books with clarity suitable for OCR, access to quality OCR software and proof reading the output produced by such software require unreasonable demands on teachers’ time and occupation. This task gets even more arduous in case of printed publications in Indian languages. The quality of OCR software readily available in the market for the purpose may be worse than typing. We hope that you will understand that this requirement would further delay the promotion process for teachers whose promotion is already long overdue.
