Dear Professor Tyagi,
While the AC meeting was announced with adequate notice, the agenda has been emailed only yesterday evening, 6 December 2018. It is shocking that the important agenda item to consider the amendment of relevant Ordinances related to appointment of teachers and other academic staff in colleges and University and promotion and service conditions of teachers has been left out. You may also be aware that the UGC Regulations, notified on 18 July 2018, makes it mandatory for Universities to adopt it within 6 months. In fact, the committee set up to study the Regulations and formulate the amendments has already completed its deliberations.
Despite our earnest appeals to you, through letters and in our recent meeting, to speed up the process of promotions for teachers in the colleges and departments of the University, the apathy of the administration towards teachers who work tirelessly to make Delhi University a premier institution is incomprehensible. On the other hand, the University has not wasted any time in listing the adoption of new Ordinances as per the UGC Regulations 2018 for the appointment of Principals.
The DUTA seeks your immediate action in ensuring that the amended Ordinances based on the UGC Regulations 2018 be placed on the agenda of this AC meeting. We also request you to ensure that the issue of counting of past services under MPS 1998 and CAS 2010 as well as the implementation of revised pension and allowances be settled in the forthcoming meetings of the Academic Council and the Executive Council.
