DUTA Letter to VC, 07.01.2019

Dear Prof. Tyagi,

We write to you to convey the decision of the DUTA Executive, in its meeting held on 3.1.2019, to call for a University Shut Down on 8 and 9 January 2019 to express the collective anger of the teachers against the manner in which you have completely abdicated your responsibility as head of the institution. The University administration under you has given up its will to defend the statutory bodies and the University’s autonomy. Complete administrative paralysis has led to collapse of normal functioning in the University.

The latest example is the manner in which you conducted the Academic Council meeting. The University did not even care to honour the report of its own committee set up to facilitate the adoption of the UGC Regulations. This stubborn refusal to table the report and allow a discussion in the Academic Council is incomprehensible. Further, the University administration’s inhuman behavior in not allowing blankets and food to the elected members who staged a peaceful overnight sit-in to demand respect for statutory bodies is condemnable.

Despite the innumerable letters we have written to you seeking redressal on a host of issues that could be resolved in the University including on matters of promotions, counting of past services, the adoption of UGC Regulations 2018, maternity/paternity leave for ad-hoc teachers, release of pensions, recovery from teachers, stepping up, implementation of revised pension and allowances, etc., it is unfortunate that you have not understood that every section of the teachers of the University and its colleges is facing huge set-backs to their career and livelihood. Teachers are feeling let-down and angry as they are being denied their basic rights.

The DUTA demands that you first convene a meeting of the Academic Council immediately to table the report of the Regulations Committee and effect the appropriate amendments to the relevant Ordinances in order to implement the UGC Regulations 2018.

The DUTA also demands that pending cases of promotions in colleges and University departments be processed with no further delay or bureaucratic requirements such as uploading of forms and publications.

The teachers of Delhi University are taking this step to completely shut-down the University to remind you of your responsibility towards resolving long-pending issues which are well within your purview and to exhort you to take responsibility towards the academic and administrative functioning of the University.
