waiting for their promotion for more than a decade.
With
an Emergent Executive Council meeting scheduled for today to adopt the
UGC Regulations, the protesting teachers made it clear that contractual
jobs of any kind was unacceptable considering that thousands of young
teachers are already working in extremely exploitative and uncertain
conditions. In a context when thousands of talented youth are waiting
for jobs and reduced opportunities for the deserving ad hoc and
temporary teaching teachers, the DUTA opposes the adoption of the clause
on reemployment for retired teachers beyond the age of 65.

The
DUTA’s protest at the University today was to highlight the issues
related to denial of promotion to a section of teachers who have
suffered the consequences of the infamous API system. Along with this,
the delay in resolving the issue of the counting of past service and the
bureaucratization of the promotion procedures by the administration
leading to harassment of teachers, were also highlighted. The DUTA has
also plight of teachers who were given increments during the V Pay
Revision and are now facing recovery ostensibly on the plea of incorrect
fixation. This is in complete violation of the Hon’ble Supreme Court
judgement that clearly states that the employer cannot penalise
employees on matters of financial recovery after five years of excess
payment, if any. The DUTA has been demanding that these matters be
brought to the Executive Council so that relief is given to the affected
teachers. The DUTA also urges the University administration to
facilitate the promotion process now with the adoption of the UGC
Regulations 2018.

The
other demands of the DUTA to the Executive Council were to take up the
inclusion of Physical Education as a teaching discipline (as recognized
in the UGC Regulations), the fulfilling of the promise made by the VC in
the AC to make provision for one month’s maternity leave to ad-hoc and
the decision regarding immediate disbursal of revised pension to the
retired teachers.

The
DUTA strongly condemns the conversion of the University space into a
fortress with the use of police and Rapid Action Force. Instead of
resolving the urgent issues of teachers which have been pending for long
years, the administration has resorted to such means revealing their
indifference to the plight of all sections of teachers. The DUTA will
take forward its struggle to the next phase in consultation with Staff
Associations and involving students.
