Dear colleagues,

The Extended DUTA Executive held on 29.01.2019 considered resolutions of 38 Staff Associations. Please find enclosed the Resolution of the Extended DUTA Executive passed unanimously. The Resolution takes forward the struggle through a string of action programmes. A meeting of  DUTA General Body will be held on 15 February, details of venue etc will be shortly notified. 

We appeal to Staff Associations to circulate the Resolution widely and mobilise teachers for the action programmes. Also find enclosed poster for the Aakrosh March from Mandi House to Parliament Street, 31 January 2018.  We shall assemble at Mandi House at 11 am; classes will remain suspended after 10 am.


Resolution of the Extended DUTA Executive, 29.01.2019

This DUTA Extended Executive notes, with serious concern, the crisis precipitated by the Supreme Court’s dismissal of the Review SLP filed by the MHRD on the Reservation Roster for Appointments. Any change from the College/University-wise Roster will displace thousands of teachers currently employed across colleges and departments of DU and also deny Constitutionally-mandated reservation to teachers from the SC, ST and OBC categories. The DUTA insists on the demand for a Bill or Ordinance to protect the College/University-wise Roster and will put pressure on all people’s representatives as well as the Union Government to address the crisis and table a Bill to protect the Roster in the Budget Session of the Parliament starting from 31st January 2019.



1. 31 January 2019: In this connection, the DUTA resolves to participate in the nation-wide call for a Rally to protect the 200 pt. College/University-wise Roster on 31 January 2019. To ensure maximum participation of teachers in this Rally, the DUTA calls for suspension of all classes after 10 am on 31 January and appeals to teachers to assemble at Mandi House at 11 am.


2.   5 February 2019: To press forward its demands for an Ordinance on Roster and Absorption of teachers working on Adhoc and Temporary basis on the 200 pt. College/University-wise Roster, release of pension for option category and withdrawal of SLP against category 1 and 2, resolution of stepping up issue, withdrawal of retrograde clauses of UGC Regulations 2018, withdrawal of Tripartite MOU and removal of the Vice Chancellor, DUTA will observe a one-day Strike on 5th February 2019 and organize a Protest March against the MHRD.       

3.   12 February 2019: The DUTA will observe a one-day Strike on 12 February 2019 against the DU Vice-Chancellor’s inaction. The Strike will be accompanied by a massive Protest outside the VC Office to press forward the demand for reconvening the adjourned EC Meeting to pass the Ordinances pertaining to Career Advancement and Promotions, restoring Physical Education in the list of disciplines, dropping the clause on contract appointments and re-employment, concretization of a provision of maternity leave for ad-hoc teachers, clearing of pending cases of promotions, a stop to the illegal recoveries against teachers and the demand for immediate disbursal of pensions for the non-litigant categories.
4.   13 – 14 February: The DUTA calls for a suspension of classes from 11 am to 2 pm on 13 February and 14 February 2019 to organize Student-Mobilisation programmes in all colleges for intensification of DUTA Agitations on all its core demands and in preparation for the National Save Education Rally of the Joint Forum for Movement on Education (JFME) formed at the initiative of DUTA, FEDCUTA and AIFUCTO, on 19th February 2019. DUTA teams will move from college to college to mobilize students under the aegis of Staff Associations who will be urged to organize General Body meetings with students at this time.
5.  15 February: The DUTA will convene its General Body Meeting on 15 February 2019 to review the situation and adopt the its further programme of action. 
6.  19 February: The DUTA calls for suspension of classes after 10 am on 19 February  to enable students and non-teaching staff, as well as DUSU and DUCKU, to participate in the National Rally of the Joint Forum for Movement on Education (JFME). The DUTA will represent all its core demands in the Rally.
