Dear colleagues,
A meeting of the DUTA Executive was held on Saturday, 30 March to discuss ug course revision initiated by the Vice Chancellor as per the UGC’s Learning Outcome-based Course Framework (LOCF). A schedule along with the procedure to be followed has been released by the DU administration.
The DUTA Executive noted that the process for a systemic change has been initiated without discussing its desirability in the Statutory Bodies. The process undermines democratic norms organically evolved by Departments for wider consultation.
The DUTA Executive unanimously condemned MHRD’s LOCF, yet another attack on the academic autonomy of universities. The DUTA Executive also condemned the VC for pushing the Government’s agenda instead of acting as custodian of University’s autonomy, rules and regulations. The DUTA Executive notes with dismay that while the VC is pushing a rushed course revision to implement LOCF, revisions proposed by several Departments have remained pending for last one year.
The DUTA Executive decided the following:
1. Total rejection of divisive “3 best teachers” clause.
2. The DUTA appeals to teachers to attend their respective Departmental GBMs/requisition GBMs and dissent if the procedures followed for course revision are undemocratic or in violation of norms and rules.
3. The DUTA will write a letter to the VC asking him to withdraw his letter.
4. The DUTA will also write to HoDs asking them not to go ahead with the new LOCF-regulated syllabus change.
5. The DUTA Executive will meet after a fortnight to take stock of the situation.
