Sub: Anomalies in the Nomenclature, Pay related matters, CAS etc. of Instructors teaching B.A. Programme with Office Management & Secretarial Practice (OMSP) Commerce based Discipline in UG programme in DU Colleges


Dear Prof. Singh,


On behalf of the DUTA, we are thankful for your timely intervention in declaring the post of Instructors teaching vocational courses in BA programme in DU Colleges as ‘Academic post’ through UGC communication No.6-7/97(JCRC) Vol. II dated 15th February 2019. This has brought much respite and relief to the Instructors who have been teaching in B.A. Programme with Office Management and Secretarial Practice (OMSP) discipline in many Delhi University Colleges for the last four decades. The OMSP discipline was a pioneering effort by the Delhi University to offer job oriented programme and became a popular choice for many students.


These faculty members teaching this discipline are now retiring one by one and their positions are lying vacant. The OMSP discipline is a Commerce based discipline and the course curriculum, scheme of examination etc. have been designed by the Department of Commerce of the Delhi University and now these courses are also part of the CBCS and LOCF programme.


However, the issue of framing minimum qualification, career progression of the Instructors teaching these core/elective courses under BA programme is hanging fire for a long time and requires your immediate attention. This would also help the Department of Commerce of the Delhi University to prepare the ad-hoc panel for filling up of these vacancies till regular appointments are made by the colleges. Otherwise, the colleges are not in a position to continue the teaching of these skill based job oriented discipline/subjects, which is a loss for those students who wish to opt for the same. We wish to add that such skill based job oriented subjects are being offered under AICTE recognized Institutions and Polytechnics across the country and the AICTE has laid down minimum qualification, CAS, etc. for such teachers and extended regular designation viz. Lecturer/Assistant Professor through its Regulations, 2018.


Considering the above facts and in the interest of teachers and students, we appeal to you for your timely intervention to issue further suitable guidelines, prescribing Minimum Qualification, Career Advancement Scheme, etc. change of nomenclature including for Instructors teaching the OMSP discipline of BA programme to resolve their long pending issue. This would also enable the DU Colleges to fill up the vacant teaching positions and continue with the OMSP discipline in their BA programme.
