Dear Sir,
We write to you to bring to your notice that despite the intervention of the MHRD and UGC to find solutions and the acceptance of some of our key demands through your communication dated 5 December 2019, the issues of teachers in Delhi University and its colleges remain unresolved.
The complete inaction of the Vice-Chancellor and his apathy towards ensuring the normal functioning of the University has created crisis in the University. His arbitrary actions have irreversibly harmed the interests of students, employees and teachers of the university. His actions as well as inaction have led to several irregularities, collapse in functioning of statutory violations, delays in crucial decisions leading to administrative and academic collapse. We firmly believe that in order to save Delhi University, it is essential that Professor Yogesh Tyagi is removed for gross misgovernance.
The long overdue promotion process is yet to begin in Delhi University. Despite interventions made by the MHRD, the Vice Chancellor has failed to release Option Form and Promotion Form to implement the UGC Regulations 2018. Release of these forms was one of the important demands which the DUTA had raised on 4 December itself with the Vice Chancellor and subsequently in all the meetings held at the MHRD and UGC. The DUTA is ready to render any support, the University may need, in drafting of these forms. The inaction of the University administration first led to an inordinate delay in adopting the said Regulations and now, its implementation. We once again appeal for your immediate intervention in this regard that teachers in DU have been denied promotions for the last ten years.
The benefit of counting of past service as per UGC Regulations 2018 to all pending cases has been accepted by the MHRD and UGC and must be implemented forthwith. We also hope that the UGC will take steps to ensure the counting of total length of service and not only for the first promotion.
We also appeal that on the basis of student-teacher ratio, the promised additional posts on account of increase in student intake owing to EWS reservation must be sanctioned to the University and its colleges without any further delay.
Further, the changes in the screening criteria and the exemption given to those teaching / having taught must be notified by the UGC for its immediate implementation.
We also draw your attention to injustice meted out to the Physical Education teachers. The University must include posts for Physical Education teachers in the teaching roster.
The DUTA reiterates its demand for a One-Time Regulation for the Absorption of temporary and adhoc teachers on the basis of 200 point DoPT roster. We believe that this is the only way to alleviate the hardships faced by thousands of young teachers who have been denied basic rights to live a life of dignity.
The DUTA hopes that the MHRD/ UGC will intervene to ensure that the pending issues of teachers are resolved on an urgent basis to end crisis in Delhi University.
