DUTA Letter to Principal reg. matters related to faculty teaching on ad-hoc and guest basis: 06.04.2020

Dear Madam/Sir,

We are facing an unprecedented crisis because of the outbreak of COVID 19. In such times, institutional help needs to be provided to all sections. We wish to draw your attention to the following important issues related to ad-hoc and guest faculty.

i. Extension/rejoining of teachers working on ad-hoc basis: In the light of the public address by the Prime Minister followed by notices from the MHRD dated 21.3.2020 and the Government of NCT of Delhi dated 19.3.2020 and consequent lock down and orders to employees to work from home, we appeal to you to allow ad-hoc teachers to give their re-joining via email. Requirements of maintaining physical signed copies may be completed as soon as situation normalises. Salaries to all ad-hoc teachers should be released on time for the entire period, treating teachers as “on duty”. We appreciate it highly if your college has already taken these steps to safeguard teachers from additional anxiety, uncertainty and hardship.

ii. Payment to guest teachers: In view of the Office Order of Ministry of Labour and Employment, dated 20.3.2020 and DoPT OM No.F.No.11013/9/2014-Estt(A-III) dated 25.3.2020, followed by the University Circular of 28.3.2020 and 5.4.2020 (in particular), all employees have to be treated “on duty”. As instructed by the DU Circular of 5.4.2020, the required procedure can be completed online through emails. We request your college to make payments to guest teachers without further delay.

We hope that your College will take all necessary steps to address these issues.
