Subject: Crisis faced by employees of the 12 Colleges 100% funded by Delhi Government

Dear Shri Sisodia,

We note with utmost dismay that despite numerous representations, grants have not been released to the 12 DU Colleges 100% funded by the Delhi Government. As soon as the grants were sanctioned on 25.3.2020 to these colleges, we brought to your notice that the amounts sanctioned are insufficient to meet the requirements to pay salaries, pensions and other dues to all employees. We find it extremely unfortunate that employees of three colleges are yet to be paid salaries for the month of March.

Further, in case next instalment of grant-in-aid to 12 Colleges is not immediately released, colleges will not be able to pay salaries to their employees from April onwards.  Non-payment of salaries an extremely serious issue.

We once again draw your notice that non-payment of salaries goes completely against the Office Order of Ministry of Labour and Employment, dated 20.3.2020 and DoPT OM No.F.No.11013/9/2014-Estt(A-III) dated 25.3.2020, wherein all institutions were instructed to pay salaries to employees (including contractual) in this unprecedented crisis due to the pandemic. This pandemic has created a stressful situation for all and uncertainties related to salaries can only add to the trauma.

We hope that you will take appropriate urgent steps to address the prevailing distress. We request for immediate release of grants to cover all pending dues including salaries, reimbursements and arrears due to employees on account of the 7th Pay Revision and for adequate infrastructure development and maintenance.
