Subject: Regarding services of ad-hoc teachers

Dear Madam/Sir,

As you know, following the academic calendar for the academic year 2019-2020, colleges had renewed/extended services of teachers working on ad-hoc basis till 25.5.20202. We wish to draw your attention to the fact that the only significance of 25.5.2020 was that it was the last working day as per the calendar. The lockdown and subsequent University circulars have already redefined the earlier academic calendar 2019-2020 in effect.

It has come to our notice that some colleges have terminated services of teachers w.e.f. 25.5.2020, treating it as the last working day. This has increased anxiety amongst ad-hoc teachers as this has bearing on their vacation salaries also. Please note that the University is yet to announce the revised academic calendar for the current term and for the next session. However, through DU circulars dated 14.5.2020 and 22.5.2020, the University has already asked teachers to continue to engage with students and finish work related to Internal Assessment and evaluation to 12.6.2020 and therefore, 25 May 2020 cannot be treated as the last working day. We request you to wait for a formal announcement of the calendar instead of treating 25.5.2020 as the last working day. Further, we request that the letters issued to teachers earlier should be revised and their services be extended to the last working day (without any break) as per the revised calendar. In case, your college has already terminated services of ad-hoc teachers, we appeal that (i) this decision be revoked as it does not have any statutory basis and (ii) all appointments be carried to the last working day as (will be) notified in the revised calendar. 

Further, we appeal that in order to avoid unnecessary travelling, requirements like clearance/no dues (for library books, etc.) should be modified suitably and teachers may be allowed to complete these through online processes. In the current circumstances, teachers may find it difficult to come to colleges, specially form NCR as most of the borders are sealed. Clearance/ no dues may be replaced by declaration and undertaking.  In the phase of community spread of Covid, it is important to rethink processes and redefined them suitably so as to ensure physical distancing and to cut down on travelling. 

We hope that you will continue to give institutional help to all sections of your institutions. We can mitigate these unforeseen circumstances by working together. The issues pertaining to services and livelihood need to be treated with utmost care and we hope for your full support on the matter.
