Dear Sir,
We thank you for the release of funds to the 12 fully funded Delhi Government Colleges. However, we request you to  immediately release funds for the next quarter, as the fund released now pertain to the requirements of the last quarter.
It is extremely distressing that time and again, employees of the Delhi government funded colleges are being harassed through stoppage of funds. Both teaching and non-teaching employees, like their counterparts in the University and Trust maintained colleges, diligently perform their duties according to the prescribed UGC and Delhi University rules and regulations. We fail to understand why they are being deprived of timely salaries and other financial benefits because of non-disbursal of funds. 
It is understandable that the Delhi University has also failed in its responsibility to constitute the governing bodies of these colleges on time and that the Delhi Government is right in demanding the timely formation of governing bodies. However, linking of the formation of the governing bodies to the disbursal of funds meant for salaries and reimbursement of medical and other bills of employees is totally unacceptable. It is really unfortunate that employees of these colleges are being held to ransom because of the impasse created by the University and/ or the Government. 
We also demand that the Delhi Government release the mandatory 5% funding to the other partially funded colleges in its fold. Non-disbursal of funds on time severely affects the academic and administrative functioning of these colleges.
We would also like to take the opportunity to once again request you to release funds for the additional posts that are to be created for the teaching and non-teaching staff in the wake of the EWS Reservation. With the increase in the number of students across all disciplines under EWS Reservation, all colleges will require additional funds for salaries and infrastructural development for smooth functioning of their day-to-day academic and administrative forces. Further, some of the new courses that were started after obtaining the necessary approvals are being starved of funds for appointing teachers required for running these courses. We have communicated these concerns to you earlier and hope you will take appropriate decisions so that the academic interests of students and institutions are not harmed.
