Sub: Intervention in the matter of stoppage of funds to the 28 DU colleges partially or fully funded by Delhi Government

Dear Shri Kejriwal,

The DUTA expresses its dismay that despite several requests, the Office of the Dy. Chief Minister has not withdrawn the letter (dated 16.04.2019) issued by his Office to the Vice Chancellor, University of Delhi regarding stoppage of funds to the 28 colleges partially or fully funded by the Delhi Government for the University’s failure to constitute the Governing Bodies. Subsequently, grants to these colleges have been stopped.

The situation is especially grave in the 12 fully-funded colleges where the financial crisis resulting from this punitive action is pushing employees to the brink where not only salaries are delayed but also reimbursement of medical and other bills, causing immense hardship to the families of the employees as well. It is really unfortunate that employees of these colleges are being held to ransom because of the impasse created by the University and/ or the Government.

We wish to also remind you that the Delhi Government must perform its duty to pay the mandatory 5% due from it in the case of the other partially funded colleges. The Government must act responsibly and not shirk payment of its dues and arrears, if any.

Instead of harassing the employees who are in no way responsible for this impasse, the Government should find a way to settle the issue so that the academic and administrative functioning of these colleges is not harmed.

In view of the enormity of the crisis, the DUTA is constrained to sit on a dharna outside your residence on 17 June from 9:30 am to 1 pm to demand the immediate release of salaries and grants.

We hope that you will urgently intervene to resolve the issue to prevent further escalation.
