DUTA welcomes MHRD clarification on OBC reservation for all teaching cadre




                                        

                                                                                                                                         
The DUTA welcomes the clarification from the MHRD, though much delayed, regarding OBC reservation in direct recruitment to teaching positions in central universities. In a letter to the UGC dated 30.05.2019, the MHRD has clarified that there will be reservations for SC, ST, and OBC in direct recruitment of teachers in central universities. This meets the long-standing demand that, in consonance with reservations for SC and ST, OBC too must be included in the reservation roster for direct recruitment at all levels including positions of Associate Professor and Professor. This clarification was also necessary because, even after the MHRD Notification of 07.03.2019, several Central Universities did not including reservation for OBCs at the Associate Professor and Professor level in their advertisements.

The DUTA also wishes to bring to the notice of the MHRD and the UGC that while the Central Educational Institutions (Reservation in Teachers’ Cadre) Ordinance 2019 has no provision for EWS reservation in Teachers’ Cadre, various universities including Delhi University are introducing it without there being any provision in Government policy. In view of the fact that thousands of teachers working in ad-hoc and other non-permanent capacity will lose their livelihood as a consequence, the DUTA urges the MHRD to intervene immediately. Further, it should be noted that a candidate belonging to EWS category appointed as a non-permanent teacher ceases to belong to that category in the next year and loses the right to be reappointed.

The MHRD has directed expansion in student intake to accommodate EWS reservation. The DUTA demands that additional teaching and non-teaching posts are sanctioned at once for teaching-learning not to suffer. If the Government wishes to introduce reservation for EWS in teaching, it should do so after creating additional teaching positions. The DUTA also demands that all additional teaching positions sanctioned on account of 54 % expansion in student intake due to OBC reservation be released. The UGC has been irresponsible in not releasing those posts to the detriment of teaching-learning.
