Dear Colleague,

You would probably be aware of the fact that the DUTA has had three workshops on the recently introduced modalities of implementing the 200 point roster in Delhi University colleges. A large number of teachers from various colleges and experts from other universities participated in the workshops. The findings confirmed the fact that the modalities are in violation of GOI Policy of reservation as enunciated in DoPT circulars, and that their implementation will cause major imbalance between departments and large-scale displacement of ad-hocs, causing immense hardship to ad-hocs of all categories.
The DUTA has, through the workshops, prepared an alternative model  which is in consonance with the GOI policy. In this model, the entitlement is worked out as per the DoPT circulars of 1997 and 2008, and the reserved vacancies are distributed proportionately between different departments, so as to ensure a balance and diversity in each department. This will also minimise displacement and hardship caused to ad-hocs.
The DUTA has asked for an urgent appointment with the VC and other relevant authorities. We request you to give letters of continuation to the existing ad-hocs until this matter is sorted out.

As stakeholders in the welfare of the university community, Principals would be equally concerned about the fall-out of any hasty steps in this regard, without ascertaining legality and academic viability. The DUTA needs your support at this crucial juncture to preserve the rule of law and academic integrity in our University.
We would be happy to meet you personally to discuss the issue in greater detail.
The document prepared by the DUTA is attached for your consideration and valuable suggestions.

With warm regards,

Nandita Narain
(DUTA President)
