FEDCUTA to launch all-India agitation from end January
The National Executive of the FEDCUTA met on 26 November 2017 at Jamia Millia Islamia for its Annual Meeting. It was attended by teachers’ representatives from several universities across the country including Assam University (Silchar) Teachers’ Association (AUTA), Delhi University Teachers’ Association (DUTA), Central University of Haryana Teachers’ Association (CUHTA), Central University of Gujarat Teachers’ Association (CUGTA), IGNOU Teachers’ Association (IGNOUTA), Jamia Teachers’ Association (JTA), JNUTA Teachers’ Association (JNUTA), Nagaland University Teachers Association (NUTA) and Visva Bharati University Faculty Association (VBUFA). The General Secretary of the AIFUCTO, Dr. Arun Kumar, also addressed the meeting and expressed the need to carry forward the united struggle to confront the challenges facing higher education in the country.
The FEDCUTA National Executive took note of the unprecedented attack on public funded education and higher educational institutions through proposed regulations like the one on Graded Autonomy, the setting up of HEFA and the draconian MoU that the MHRD is forcing all Central Universities to sign that would force them to generate resources through self-financing courses and students’ fee hike. The National Executive of the FEDCUTA expressed its opposition to the manner in which all these measures are being taken without any consultation with stake-holders.
The FEDCUTA National Executive reiterated its long standing demand that all Central Universities must have elected representation in statutory bodies. It also demanded that all permanent appointments be made of Vice-Chancellors to all universities including Visva Bharati.
The FEDCUTA National Executive also discussed the VII Pay Revision Notification for teachers and condemned the fact that for the first time ever, the Government has refused to make public the report of the VII PRC. The National Executive also noted with dismay that the increments for M.Phil/ PhD have been taken away, and that the anomalies of the VI Pay Revision have not been settled. This only implies a serious downgrading of the teaching profession. Teachers’ representatives reiterated their demand for the complete roll-back of the arbitrary and illogical quantification of teachers’ work through the API system that has led to a serious decline in the quality of research. The National Executive also demanded that the MHRD Office Memorandum of 13.01.2017 forcing universities to generate 30% of the cost from their own resources be withdrawn. The National Executive endorsed the Critique of the VII Pay Revision Notification prepared by DUTA.
The National Executive of the FEDCUTA decided to carry on its struggle to ensure that teachers get their due in the Pay Revision, that the PRC Report be made public and an enabling Career Advancement Scheme brought in. The National Executive also decided to co-ordinate with the AIFUCTO and to launch an all-India agitation through joint programmes towards the end of January or beginning of February at the UGC and during the budget session of Parliament to highlight all the above demands. The National Executive also expressed its commitment to ensure that Government funding to Higher Education is not withdrawn.
