Sub: Renewal of appointment of ad hoc teachers



Dear Colleagues,


As you know, with the intervention of the Hon’ble High Court, a deadline has been given to Delhi University and its colleges for completing the process of filling up vacant posts on a permanent basis. Now that advertisements for permanent appointments are out for most colleges, we are hoping that interviews will be held and permanent appointments made within a reasonable period of time.


In the the last  seven years, interviews for permanent appointments have not been held in most departments/colleges. During this period, there has been a great deal of turmoil and confusion in Delhi University because of continuous re-structuring of courses.  Thousands of teachers have remained temporary or ad-hoc for no fault of theirs. Despite facing adverse circumstances and continuous uncertainty, they have rendered yeoman service to the University by holding together its academic programmes and schedules during the most difficult period of its history.


In the light of the above, we appeal to you to re-appoint the ad-hoc teachers who have been teaching in your college wef the opening day ie 20.7.2017, subject to the earmarked category on the approved roster, without any additional interview.


In case of reduction of posts in a department due to decrease in workload, the LIFO (Last in First Out) principle should be followed within a category.


Interviews should be held only in the case of additional posts.


Summer salary/ex-gratia payment should be given to temporary and ad-hoc teachers at the earliest as per Ordinance XI and XII and EC Resolution adopting Guidelines for Ad hoc teachers(copy attached)


Whenever interviews for permanent appointments are held, the college should make a sincere effort to ensure the regularisation of temporary and long-serving ad-hoc teachers, who have selflessly served the college/department through these difficult times.
