Urgent Implementation of Correct Reservation Roster

Dear Prof. Kale,

This is with regard to the issue of implementing the Reservation Roster for SC/ST/OBC/PWD correctly as per GoI guidelines.

As you know, Delhi University is in the process of starting the process of recruitment to fill thousands of posts lying vacant in the Colleges and University departments. The recent High Court order (W.P.(C) 1044/2001) of 23.12.2016 has laid down a timeline, according to which advertisements for the vacant posts are to be issued in January so that screening of the applications can begin on 10th February 2017. Moreover, all posts to be filled up are to be identified by 10th January 2016 and placed on the Reservation Roster before issuing the advertisements. The timeline further lays down that the selection process for the posts in the University departments is to be completed by May 2017 and for the Colleges by July 2017. As per the order the respective Principal and Liaison Officer of the Colleges would be made responsible by the University for correctness of the reservation roster in the concerned Colleges.

We would like to point out that the Roster being implemented in Delhi University as per the EC Resolution of 3.9.2013 is faulty as it does not comply with the GoI guidelines outlined in the relevant DOPT Office Memoranda and in the UGC guidelines of 2006. As you know, this has been pointed out by the Parliamentary Committee on Welfare of Scheduled Castes & Scheduled Tribes and it is because of this that Delhi University has set up a Monitoring Committee with you as Chairperson.

We are greatly concerned that unless the faulty Roster is corrected urgently, advertisements for the thousands of vacant posts will be issued according to this faulty Roster. We therefore request your urgent intervention to ensure that advertisements are issued according to a correct Roster. This would require the replacement of the EC Resolution of 3.9.2013 with guidelines that comply with the GoI guidelines.

We are aware of your long and wide experience in the field, particularly in regard to implementing the Roster in universities and colleges. Your intervention in the matter will therefore be crucial in setting things right so that the recruitment process to fill all the vacant posts is done according to a correct Roster.
