Dear Prof. Singh,

We once again write to draw your attention to the crisis in the University of Delhi on the matter of Promotions. The UGC Regulations 2018 were adopted in DU on 1-2 July 2019. However, the Option form providing for choice to teachers under CAS 2018 was released as late as on 3 February 2020 only after the positive intervention of the MHRD-UGC in response to the December 2019 protests by DUTA. Now, as we write, the University of Delhi is yet to notify the Promotion/ Self-appraisal proforma as per CAS 2018 despite numerous reminders. In our recent letter to the VC (attached), we have declared our intention to bring the Promotion/ Self-appraisal proforma by the end of this month if the University fails to do so immediately.

As you know, the UGC Regulations 2018 recognises that promotions of many teachers are pending and certain options have been stipulated for those who may become eligible as per CAS 2018. Clause 6.3 of the UGC Regulations further stipulates that “This option can be exercised only within three years from the date of notification of these Regulations” i.e. 17.7.2021.

It is unfortunate that the University of Delhi did not only delay the adoption of the Regulations by six months (it was only adopted on 1-2 July 2019) but also delayed its notification by another three months (it was notified on 3.10.2019). Further, till date the requisite promotion form has not been made available. This delay means that a large number of teachers of Delhi University who are awaiting promotions since a decade or longer will not be able to exercise the option before the deadline. The COVID-19 pandemic and subsequent lockdowns have put routine matters on the backburner and teachers fear that their cases may not get resolved as a large number of them have more than one promotion pending.  In the light of the above, we request that the deadline be extended sufficiently so that the teachers of Delhi University do not lose out on the options provided under CAS 2018.

More importantly, we also seek your immediate intervention to ensure that the Promotion Proforma is made available and pending promotions are cleared without any further delay.
