Dinesh Singh misleads the Visitor and the MHRD by manipulating the constitution of the Search Committee

It is shocking that Prof. Dinesh Singh has once again resorted to blatant violation and manipulation of Act, Statutes and Ordinances of the University. The present instance of proposing the name of Dr. K. Kasturirangan as member of the Search Committee while he himself had proposed Dr. Kasturirangan’s appointment as Honorary Professor in the University shows his complete disregard for propriety and contempt for the rules that he is obliged to uphold as per Statute 11-G (2). This is the first time in the history of the University of Delhi that not only the Executive Council but also the Visitor and the MHRD have been misled by the VC with this brazen attempt to manipulate the constitution of the Search Committee. How can the Visitor not act against him now?

The relevant facts and provisions of the Statutes given below make the gravity of the transgression amply clear:

Statute 11-G: 

(2) It shall be the duty of the Vice-Chancellor to see that the Act, the Statutes, the Ordinances and the Regulations are duly observed and he shall have all powers necessary for that purpose. 

Statute 11-F: 

(1) The Vice-Chancellor shall be appointed by the Visitor from a panel of not less than three persons selected by a Committee as constituted under Clause (2). 

(2) The Committee referred to in Clause (1) shall consist of three persons two of whom shall be persons not connected with the University or a recognised College or Institution nominated by the Executive Council and one person nominated by the Visitor. The Visitor shall appoint one of the three persons to be the Chairman of the Committee:

49/ Resolved that the following persons be nominated by the Executive Council on the Search Committee to be constituted for recommending a panel for appointment of the next Vice-Chancellor of the University of Delhi, as per the provisions of Statute 11-F of the Statutes of the University: 

1. Dr. K. Kasturirangan, former Chairman ISRO. 

2. Shri Vinod Rai, former, Comptroller and Auditor General of India.

(As per the past practice, the two names for the Search Committee were proposed by the Vice Chancellor in the EC meeting of 28 May 2015.)

The DUTA had, through its White Paper and through several representations, apprised the MHRD and the Visitor about innumerable instances of the subversion of the Act and attendant provisions by Prof. Dinesh Singh. Unfortunately, despite the show cause issued by the MHRD with the approval of the Visitor for grave statutory violations in implementation of FYUP, diversion of over 172 Crores from OBC funds and violation of reservation policy, he has gone scot free.

It appears that the person holding the office of the Vice-Chancellor has been granted the autonomy to ride rough shod over the Parliamentary Act, the University and its rules and the academia. His continuation in office any further would harm the administrative and academic functioning of the university and, hence, he should be asked to step down immediately. The DUTA urges the Visitor to place the sanctity of the University above an individual and not allow Prof. Dinesh Singh to get away with misleading the Visitor and the MHRD.
