Subject: Regarding joining of teachers

Dear Ma’am/Sir,

We enclose herewith recent DUTA letters written to the Dean, Colleges (dated 28.6.2020), VC (dated 22.6.2020) and President, DUPA (dated 20.6.2020). As the University prepares to reopen on 1.07.2020 as per the revised Calendar, we wish to draw your attention to some important issues of teachers.

1. As per the revised Academic Calendar (notified on 1.6.2020) for the academic session 2019-2020, the last day of the vacation is 30 June 2020 and thus, 1.7.2020 is the first day of reopening of the University after the vacation period. Hence, as in the past, all teachers should be given joining w.e.f. 1.7.2020 (FN). Please note that the matter of joining on the first day after the vacation is a routine matter and should be treated so unless notified otherwise by the University. Institutions would require the assistance of all teachers for various academic processes and for the preparation of teaching-learning for the next semester.

2. Please note that as per the Ordinances, joining of ad-hoc teachers on the first working day after the vacation is crucial for protecting their vacation salary. Any measure taken by the University/colleges owing to the pandemic (like delayed teaching session or staggered teaching sessions) should not adversely affect the services or livelihood of teachers.       
Further, we wish to draw your attention to the 5th December Record of Discussion, Clause 2, which reads as follows: “it is expected that all ad-hoc teachers worked or working in the current academic year shall be continued till recruitment of permanent faculty”. Therefore, all working ad-hoc teachers are to be given joining.   

3. As the vacation ends, it is important that your College chalks out safety protocols and norms through Staff Council Committees, which can help the institution and its community to cope with these difficult times. We appeal to you that technical requirements be replaced by online processes to reduce avoidable travelling and crowding. Employees may be asked to come only when it is strictly essential and the assignment/task cannot be completed from home. 

4. Further, we also request you to redefine processes to accommodate cases of employees living in containment zones, those who are not able to travel back as they or family members may not be well or because of scarcity of trains and flights, those in quarantine and those with fragile health/high risk.

We acknowledge several measures taken by you to help employees to cope with the pandemic. We hope that you will lend support, care and institutional help to all sections.
