Subject: Request for immediate release of adequate grants to cover salaries, pensions and all other pending dues

Dear Shri Sisodia,

As soon as the grants were sanctioned on 25.3.2020 to the 12 colleges 100% funded by Delhi Government, we brought to your notice that the amounts sanctioned are woefully insufficient to meet the requirements to pay salaries, pensions and other dues to all employees. We wrote to you in this regard on 26.3.2020 and then on 3.4.2020. In our letter of 26 March (after the Sanction Letter of 25.3.2020), we had requested you to enquire into the same and to release adequate grants to cover all pending dues including salaries, reimbursements and arrears due to employees on account of the 7th Pay Revision and for adequate infrastructure development and maintenance.

We write again to draw your special attention to the hardship faced by over 1000 employees as 4 colleges (out of 12) have failed to pay salaries and pensions to teaching and non-teaching employees even for the month of March. Others will fail to pay salaries for April if grants are not released on time. Many colleges are yet to pay summer salaries to ad-hoc teachers in these units.

We bring to your notice that non-payment of salaries also goes completely against the Office Order of Ministry of Labour and Employment, dated 20.3.2020 and DoPT OM No.F.No.11013/9/2014-Estt(A-III) dated 25.3.2020, where in all institutions were instructed to pay salaries to employees (including contractual) in this unprecedented crisis due to the pandemic. This pandemic has created stressful situation for all and institutions need to create an environment which is reassuring.

We hope that you will take cognizance of the prevailing distress and take appropriate steps so as to not add to the distress of the teachers and non- teaching staff of these colleges. We look forward to your solidarity towards employees of these 12 colleges and hope that adequate grants will be sanctioned and released immediately to cover all pending dues and for smooth functioning henceforth.
