Sub: Regarding the assault on adhoc teachers on the basis of 28.8.2019 letter

Dear Prof. Tyagi,

You would be aware of the grave situation that has arisen in the University and its colleges as the Delhi University Principals’ Association (DUPA) has decided to put the joining of all ad-hoc teachers and disbursal of their salaries in abeyance, in the meeting held yesterday. This unfortunate decision is putting into jeopardy the livelihood of 4500 adhoc teachers who form the backbone of the University.

It is extremely unfortunate that the University has occasioned this situation with the letter issued on 28.8.2019, which the Principals have now interpreted in this fashion by deciding to revoke the extensions and denying salaries to all adhoc teachers. We have repeatedly pointed out to you that this letter has completely destabilized the University badly affecting the teaching-learning process and must be withdrawn. In response to this vicious assault on the livelihood of teachers, the DUTA has no option but to intensify the movement.

We demand that the following demands of the teachers be met within the next three working days, failing which the teachers will go on an Indefinite Strike starting from Wednesday, 4 December. Teachers will boycott evaluation, invigilation duties and all other official work:

1. Withdrawal of 28 August DU circular and renewal of the services of all serving ad-hoc teachers.

2. Release of Option form and Promotion form as per Career Advancement Scheme (CAS) 2018, as the University has not held promotions of teachers for last 10 years.

3. Counting of past services for promotions as was granted by DU Ordinances.

4. Putting approval of Rosters on hold till more posts are sanctioned to colleges towards EWS Expansion so that teachers who have been working on ad-hoc basis for long are not displaced because of EWS reservation.

We hope that you will respond to this urgent situation appropriately and concede to our demands.
