Sub:  UGC Letter dated 19.5.14 regarding ad-hoc teachers

Dear Colleague,

You may have received a letter from the UGC dated 19.5.14 (copy attached) that has caused widespread panic and confusion among ad-hoc teachers.

The DUTA has taken the matter up with officials of the UGC pointing out the glaring inconsistency between the contents of the said letter and the UGC Regulations, 2010, Clause 13.1. We have submitted a written representation to the Deputy Secretary, UGC, who has assured early corrective action in this matter. A copy of our representation along with the relevant extract from the UGC Regulation is attached.

The DUTA has also written to the University authorities requesting them to issue a clarification to all Colleges, and also take up with the UGC the matter of withdrawal of the misleading letter.

As mentioned in our representation, we would like to point out that in our University, teachers appointed on contractual basis for at most four months are commonly referred to as “ad-hoc” teachers. Ordinance XVIII, however, refers to them as teachers “on contract basis”, which is the term used in the UGC Regulation.

In the light of the unambiguous provisions of the UGC Regulation Clause 13.1, and the University’s clarification in this regard, we urge you to assure all ad-hoc teachers that they will continue to be paid full gross salary, that is full salary along with allowances.
