DUTA Press Release on Kirori Mal College: 17 Jan 2015
The DUTA strongly condemns the patently illegal decision taken by the Governing Body of Kirori Mal College, in its meeting of January 2, 2015 to terminate the services of Dr Bhim Sen Singh, the suspended Principal of Kirori Mal College. This controversial decision was taken consequent to the show-cause notice to the suspended principal even as the statutory enquiry conducted by retired Supreme Court judge Justice A K Ganguly has exonerated him from all charges. Moreover this meeting was held during the winter vacation of the University when most teachers of the college were out of town, including the two teacher representatives in the Governing Body.
The Governing Body in its earlier meeting of December 11, 2014 served a show cause notice to Dr Bhim Sen Singh and thereby ignored the vital findings of its own-instituted Justice Ganguly Committee Report exonerating the suspended principal Dr Bhim Sen Singh of all charges which had become the basis of the enquiry and his suspension. The DUTA had learned that instead of placing the findings, the GB Chairman proposed a “disagreement note” and got it approved by majority decision without even allowing the GB members to read and discuss the report. The dissent notes submitted by the two college teachers’ representatives in that same meeting of the Governing Body indicate that the decision to “disagree” with the Report was premeditated and malafide. The Governing Body has attempted to bury the enquiry Report and instead, has issued a show-cause notice to the Bhim Sen Singh based on, what the language of the notice terms, “tentative reasons”, followed by dismissing him from service in the next meeting of January 2, 2015. This kind of verbal acrobatics fails to conceal the real motive of the Governing Body Chairman and other supporting members who are acting as willing instruments of political vendetta against Bhim Sen Singh.
The DUTA takes serious note of the fact that the enquiry Report has found the DU Vice-Chancellor, former GB Chairman Baleshwar Rai and current officiating Principal culpable in the administrative corruption and misgovernance prevalent in Kirori Mal College.It is shocking to know the manner in which the University administration is trying to shield S. P. Gupta, the present Officiating Principal, who is accused of financial irregularities and misappropriation of funds in the conduct of UGC-NET exam in the college. Not only there is an FIR lodged with the police on this matter but also there are two judgments, by the Metropolitan Magistrate reiterated by the Additional Sessions Judge, all of which warrant criminal proceedings against S P Gupta. This murky politics of revenge and convenience, aided and abetted by the DU Vice-Chancellor and administration, has allowed widespread corruption to tarnish the image of the otherwise prestigious college.
