Sub: M.Phil/Ph.D increments after the 7th CPC implementation
Dear Prof Tyagi,
This is to bring to your notice that the University has recently sent erroneous information/clarification to some colleges regarding the incentive of M.Phil/Ph.D increments under the 7th CPC Regulations. Please find below a letter sent from the University dated 20.08.2018 which cites Clause 8 of letter No. 1-7/2015-UJI(T) dated 02.11.2017 of MHRD: “…there shall be no incentives in form of advance increments for obtaining the degrees of M.Phil or Ph.D”.
As you are aware that though the incentive of M.Phil/Ph.D increments was not given in the “draft” UGC Regulations dated 9.02.2018. They were finally restored in the UGC Regulations of 18th July 2018 because of a concerted DUTA-FEDCUTA-AIFUCTO struggle in favour of restoration of these incentives for academic work.
Please refer to *Clause 19.1 of the UGC Notification as published in The Gazette of India*: Extraordinary which clearly states that the M.Phil/Ph.D increments will be given to teachers both at the entry level and in service. In this context, please note the following terms and conditions of Clause 19.1:
“i. Five non-compounded advance increments shall be admissible at the entry level of recruitment as Assistant Professor to persons possessing the degrees of Ph.D. awarded in a relevant discipline by the University following the process of admission, registration, course work and external evaluation as prescribed by the UGC.
ii. M.Phil degree holders at the time of recruitment to the post of Assistant Professor shall be entitled to two non-compounded advance increments.
iv.a) Teachers who complete their Ph.D. degree while in service shall be entitled to three non-compounded increments fixed at increment applicable at entry level only if such Ph.D. is in a relevant discipline of employment and has been awarded by a University complying with the process prescribed by the UGC for enrollment, course work, evaluation, etc.
b) However, teachers in service who have already been awarded Ph.D. by the time of coming into force of these Regulations or having been enrolled for Ph.D. have already undergone course-work as well as evaluation, if any, and only Notification in regard to the award of Ph.D. is awarded, shall also be entitled to the award of three non-compounded increments fixed at increment applicable at entry level only, even if the university awarding such Ph.D. has not yet been notified by the UGC as having complied with the process prescribed by the Commission.
vii. Teachers who acquire M.Phil. Degree of a post-graduate degree in a professional course recognised by the relevant Statutory Body / Council, while in service, shall be entitled to one advance increment fixed at increment applicable at entry level only.”
In the light of the above clauses, it is amply clear that the incentive of M.Phil/Ph.D is admissible to teachers both at the entry level and in service.
We appeal to you to kindly call the meetings of the Academic Council and the Executive Council at the earliest to adopt the UGC Notifications, 2018.
