DUTA Office Bearers meet the UGC Officials
The DUTA Office Bearers met UGC Officials today. Present in the meeting were Prof Rajnish Jain, Secretary, Shri P K Thakur, Financial Advisor, Prof J K Tripathi, Joint Secretary and Prof N. Gopukumar, Joint Secretary.
The following issues were raised:
1) The DUTA Office Bearers reiterated the demand for a One-Time Regulation for the Absorption of over 4000 teachers who are working on ad-hoc basis in the University.
The UGC officials were sympathetic to the demand but told the delegation that the matter has to be addressed at the level of the Ministry.
2) Implementation of the requirement of PhD as minimum qualification for appointment in University w.e.f. 1.7.2021, which has resulted in the displacement of several adhoc teachers working in Departments and led to the breakdown of teaching-learning processes in Departments.
The DUTA delegation demanded urgent intervention on the matter. Keeping in mind the relaxations given by the UGC for completion of PhDs owing to COVID, the delegation requested that implementation of the clauses of the UGC Regulations 2018, which required teachers to have PhD either for recruitment or promotions, should also be deferred.
The delegation was promised relief on the issue.
3) The Office Bearers also demanded that further relaxation be given for completion of teacher training program (Refresher Courses/FDPs).
The DUTA delegation was informed that this has been addressed in the Anomaly Committee report. The UGC has already submitted the Report to the MoE.
4) The DUTA delegation demanded that the benefit of counting of past service (total length of service) for promotion be extended for all promotions as a large number of teachers have worked for several years as ad-hoc before becoming permanent.
The issue of considering books, chapters in books, etc. as publications for promotions was also raised.
The UGC Officials were positive on both these issues.
5) The notification of the NPS Rules (2021) and Death Gratuity for NPS Subscribers.
The DUTA Office were informed that the UGC is working on this with the Ministry so that this notification can be applicable to employees of all autonomous bodies.
6) Notification of CAS for Instructors teaching in Delhi University.
The DUTA delegation was informed that a proposal has been drawn up by the Commission and will be soon submitted to the Ministry.
The DUTA also raised the crisis in the 12 DU Colleges that are 100% funded by Delhi Government and requested the UGC to consider a take-over.
The restoration of MPhil / PhD increments from 1.1.2016 was also agreed upon by the UGC officials.
The issue of compensation for death due to COVID was also raised.
The problems of Physical Education teachers in Delhi University were also discussed.
